HIV/AIDS is now largely controlled, but victims continue to be misunderstood and often stigmatized

An Appeal for Correction of Terminology in Manipur SACS Promotional Video on ART

Sir,

Through the columns of your esteemed journal, I wish to draw the attention of the concerned authorities and the general public to a matter of importance related to public health communication in Manipur.

At the very outset, I would like to introduce myself as a person living with HIV (PLHIV), who has been on Antiretroviral Therapy (ART) for the past 25 years. I am writing to express my concern regarding a promotional video developed by the Manipur State AIDS Control Society (SACS) in public interest, which is currently being aired on local cable television channels across the state.

While the intention of the video is commendable and aimed at raising awareness, it contains a notable inaccuracy in the local dialect. The video describes “ART” (Antiretroviral Therapy) as something to be “consumed,” which is misleading. This terminology may confuse the general public about what ART actually involves.

To clarify, ART is not a single item or substance to be consumed, but a structured treatment regimen consisting of a combination of antiretroviral (ARV) medicines. These ARV drugs work to suppress the HIV virus and improve the quality of life for people living with HIV. The term “medicine” accurately refers to these ARV drugs, whereas ART refers to the therapeutic approach that incorporates them.

Using the correct terminology is essential, especially in matters of public health, as it directly affects understanding, awareness, adherence to treatment, and stigma reduction in the community.

I have already raised this concern with the Deputy Director (CST), the Deputy Director (IEC), and the Project Director (in-charge) of Manipur SACS. However, no corrective action or formal acknowledgment has been made so far. I have also brought this issue to the notice of Ms. V. Hekali Zhimomi, Additional Secretary and Director General, National AIDS Control Organisation (NACO), Ministry of Health & Family Welfare, Government of India.

Through your respected publication, I appeal for this issue to be highlighted so that it receives due attention. A revised version of the video using accurate terminology would go a long way in ensuring clarity and enhancing public understanding in line with the objectives of NACO and the National AIDS Control Programme.

Thank you for allowing me to express this concern. I remain hopeful that the matter will be taken seriously by the authorities and that necessary steps will be taken without further delay.

Yours sincerely,                                                                                                                              Dated: 21-5-2025
